Job Description

Established in 1976 the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation governed post-secondary institution. Recognized under provincial legislation, the Institute has been conferred authority to grant certificates and diplomas. SIIT welcomes over 2400 students into our urban and community programs annually as well as serving over 6000 clients through our nine Career Centres across the province. You can contribute to that success while building your career.Nature and ScopeThe Labour Force Development Advisor is under the Indigenous Skills Employment and Training (ISET) Program Operations unit within the Employment Development and Career Services Department. The ISET Program Operations unit is dedicated to supporting SITAG business. This position provides direct Labour Force Development services to employment agencies within Independent First Nations and Tribal Councils so they may successfully deliver the local ISET Program. All Saskatchewan Independent First Nations and Tribal Councils are inclusive of the Saskatchewan Indian Training Assessment Group (SITAG) Network. This position will positively promote and create an environment that demonstrates SIIT #39;s vision, mission, and mandate.General AccountabilityThe Labour Force Development Advisor is accountable to provide client and ISET Program support according to the Independent First Nation/Tribal Councils #39; capacity needs. The position works directly with clients to facilitate the SITAG case management process, fills service gaps, and trains in the components necessary to ISET Program delivery.Using a coordinated community-based delivery model, the LFD Advisor provides enhanced layers of support in client case management, program planning, data, administrative and planning support to Independent First Nations/Tribal Councils. This position provides client services, on an outreach basis to residents in a specific geographical area using a local service delivery framework and case management process. The LFD Advisor position is accountable for supporting the financial reporting process, training the community-based workforce for ISETS-related delivery and participate in a joint-planning process with communities to determine local priorities, opportunities and strategies. This position provides additional support as required and includes the following broad range of accountabilities:Specific AccountabilitiesCase Management

  • Provide confidential one on one coaching and personal consultation for clients by discussing their aspirations and assisting them in creating short and long term career or training goals
  • Create a comprehensive plan to reach goals, including the development of employability skills
  • Assist clients to discover and overcome their personal barriers
  • Provide advice, motivation, and direction to clients regarding employment
  • Monitor and evaluate progress of clients, assist clients as they transition into new work environments, and follow up with clients to track successful placements
  • Manage the client intake process through to completion
  • Support clients in interview preparedness, resume writing, basic work and business etiquette
  • Refer clients to appropriate resources as required
  • Stay current regarding employment information and career development trends, relevant job search strategies and trends in the labour market and the economic climate, requirements and qualifications for different occupations
  • Extensive travel to communities to directly assist clients as required
  • Train Independent First Nations/Tribal Councils in the Training Administration System (TAS)
  • Collaborate with local resources to support clients in the areas of mental health, addiction, relocation, and housing
Administration
  • Assist and support department requirements by preparing and submitting reporting requirements related to the joint-management agreement with the Independent First Nation
  • Ensure Tribal Council/Independent First Nation #39;s adhere to the ISET Program security standards in relation to the privacy of personal information of clients in receipt of ISET Program assistance
  • Prepare client files for sponsorship
  • Enter client data and search participant information using TAS
  • Participate in project planning, as well as, prepare activity reports
  • Monitor the status of programs and initiatives, and report as required
  • Provide assistance for quarterly financial claiming and other administrative projects, ensuring submission is accurate and completed in a timely manner
  • Prepare and assist communities in external contracts related to work experience partnerships with employers
  • Assist in the annual program planning process with appropriate levels within Tribal Council/Independent First Nations operations or structures
  • Identify capacity or service gaps in delivery of local ISET Program
Required Qualifications and Experience: A diploma in a social sciences discipline, business, or related post-secondary education is preferred. Two (2) years of related experience in training and employment development is required. Experience working with Microsoft office suite of programs is required. An equivalent combination of education and 2 years #39; experience may be considered. Financial experience is an asset. Knowledge of First Nations cultures and organizations would be an asset. Incumbent must have a valid driver #39;s license and reliable transportation as frequent travel is required.As this position is considered safety sensitive, the incumbent will be subject to testing as per SIIT #39;s Alcohol and Substances policy.Required Competencies: Flexible and Adaptable, Effective Communication, Relationship Building, Results Oriented, Client Focus, Teamwork, Partnering, Initiative.
