Job Description

Position Description:If you love a fast-paced, dynamic, and varied working environment supporting the Canadian Armed Forces, Serco has a great opportunity for you! The Contracts Manager will serve as a member of the Serco Senior Management Team, working with Program Managers and teams at our Serco site in Goose Bay to ensure optimum service delivery in line with contractual requirements, as well as support our teams through the provision of an enabling Contract Management Office. Bring your expertise, negotiating, and contract management skills to make an impact towards our military defence and safety of our armed forces.In this role, you will:

  • Take initiative on the company’s behalf to engage with the customer and negotiate major contracts and amendments.
  • Collaborate with Serco teams to develop and negotiate appropriate contracts that benefit DND/PSPC and ensure best value for Canada, whilst maintaining detailed records of negotiations and ensuring version control.
  • Work with management team to coordinate responses to Requests for Proposal (RFP), including engaging with both operational and financial teams.
  • Day-to-day engagement with customer on contractual requirements, such as negotiating Variation in Estimated Quantity (VEQ) analyses, and Performance Incentive Fee (PIF) discussions.
  • Working with both Serco managers and customers to accurately interpret contractual terms and requirements to enable effective service delivery.
  • Working with other managers and team members, develop innovative win-win strategies for other commercial contracts
  • Support the senior team with proposals for new commercial contracts and amendments
  • Facilitate executive-level, cross-departmental and legal counsel reviews
  • Regularly liaise with project authorities and customers concerning contractual obligations, negotiations, changing conditions, and business opportunities
  • Advise senior management team on contractual and business development issues
  • Cater and respond to customer requests, balancing customer and corporate interests
  • Communicate regularly with the customer, and proactively manage contracts, resulting in an excellent working relationship with the customer
  • Implement company operating procedures
  • Meet financial obligations from budgetary, costing, annual business planning, departmental, and contractual perspectives
  • Contribute to strategic business plans
  • Collaborate, prioritize, and align efforts with other senior managers
  • Coach and train staff in contractual matters, as required
  • Maintain records and update corporate systems with required information, including contracts, business development and other systems as required
  • Work with colleagues on the senior management team in budget discussions and recommending priority business development and improvement strategies for the year, with a focus on cost reductions and/or revenue growth.
  • Assist all site personnel, including management, supervisors, and other employees, through the change management curve for any amendments to the contract.
Qualifications:To be successful in this role, you will have:
  • Post-secondary education and/or experience in Contract Management, Program Management, or Business Operations.
  • Experience in reading, drafting, and interpreting complex government contracts
  • Intermediate level of IT skills, particularly Microsoft Office programs.
  • Possession of a valid passenger vehicle driver’s license for the province of residence is required.
  • Ability to obtain and maintain Secret Level II federal government security clearance is required.
  • Strong experience in project management, ideally PMI certified.
  • Knowledge of Risk Management
  • Excellent written and oral communication skills
  • Ability to work independently, on own initiative, and with authority in line with company governance
Additional desired experience and skills:
  • Working knowledge of commercial contracts.
  • Experience in supporting commercial services, including researching potential new business pipelines, engaging with the bid tender process and transition to new business/new ways of working.
